Getting Acts together for 4th Plan

Mohammad Satarifar, Vice President and head of the Management and Planning Organization (MPO) of Iran, has said that the fourth economic, social and cultural development plan of Iran will put special emphasis on quality management. Quality management is in essence the summation of efficiency and productivity, which instills wisdom and logic in the planners who then exert themselves in the best possible way. 

The government has paid a more in-depth attention to quality management in the 2003 budget bill and for the first time ever the budget for the development of information technology has been listed under a separate article within each institution’s budget projection. Information technology is the foundation of quality management and the consent for its development was granted by the Parliament this year – that means state bodies are now obliged to become active in this area.

Quality management is the gateway to the new global economy. At present Iran is not qualified to enter the WTO and must reexamine its plans and views on quality management and increase its comparative advantages to get set for membership when the opportunity presents itself. Delay in this respect will intensify economic problems and damage our country.

Competent administrators are able to implement quality management. Today's ineffective organization competition among companies and economic institutions to acquire human and material resources – which is bad news for Iran.

The country's administrative system can only be altered by the creation of a suitable framework of quality management. Administrative reform, planned in seven stages, has been approved by the government and the MPO has prepared for its operational and implementation procedure.

Creating a logical state structure, repairing the state organizational setup, efficient management, the employment procedure, benefits, working method, education and training of the state workforce, upgrading administrative techniques plus gaining and maintaining of the respect of people within government organizations are the most important goals of this project.

Up to now some parts of this administrative reform project has been put into effect and if the seven stages are implemented, we will be witnessing the delivery of a government with the tendency to expand.
