The tragic earthquake of
the city of Bam on December 26, 2003, left close to 30,000 dead and tens
of thousands injured and homeless.

Total project cost
(including the five Children Care Centers as well as the Adult and
Spinal Cord Disabled Centers and adjacent clinic) is estimated by
the consultant at approximately 8 million euros. To date, the
execution of the project has progressed by 60%. |
With the support of
individuals and international assistance, the short-term relief operations
started and completed soon after the event. However, a more permanent, and
no less vital, mode of assistance is an on-going operation following the
completion of the immediate relief efforts.
Within the various
categories of victims, orphans and elderly people that are totally or
partially paralyzed, require the greatest degree of long-term care and
attention and face the highest risk of long-term suffering and possible
death.
In response to the above
challenge, many well-wishers from Iran and abroad undertook noble
humanitarian efforts to help alleviate the suffering of the victims of
Bam’s earthquake. These efforts include providing money and supplies to
those in need as well as helping with the physical reconstruction of the
city.
One such initiative was
launched to develop and construct critical facilities for the provision of
critical support for the unattended elderly, orphans, and physically
disabled and paralyzed victims who have no alternative means to obtain the
care and services they require. This noble initiative was undertaken by
the Sepehre Bam Charity Organization (SBC) which was formed for this very
purpose as a registered charity organization following the Bam earthquake
disaster.
To this day, suitable land
plots have been secured and the construction of five Orphan Children Care
Centers is underway. The Centers are scattered throughout the city of Bam.
Each center can house up to 40 orphans, thus providing a total capacity
for 200 orphans. In addition, the construction of a facility consisting of
an Adult Care Center, Spinal Cord Disabled Care Center and related
buildings to accommodate 250 persons, has already commenced.
Total project cost
(including the five Children Care Centers as well as the Adult and Spinal
Cord Disabled Centers and adjacent clinic) is estimated by the consultant
at approximately 8 million euros. To date, the execution of the project
has progressed by 60%. In terms of the remaining scope of work, all of the
centers mentioned above can be completed and become operative within six
months, provided the remaining funds are secured and made available
through generous donations from companies working in Iran or abroad.
Many people feel a
commitment to helping the helpless victims of this natural disaster, and
it will give them great satisfaction to see their donations immediately
turn into tangible benefits for those in the most dire situations, namely
orphaned children, the unsupported elderly and those left paralyzed.
A few of the major
contributors and sponsors for this humanitarian project are Alfried Krupp
Von Bohlen und Halbach Stiftung of Germany donating 1 million euros,
Thyssen Krupp (AG) of Germany also donating 1 million euros, and Iman
Foundation of the USA donating 800,000 dollars.
A number of Iranian
industrial companies have also voiced their support and have pledged to
contribute to this initiative. SBC is also looking at other companies with
a long tradition in the Iranian market, to identify ways and means to
support SBC in this noble and humanitarian effort. To pay due tribute to
all parties that have contributed to the establishment and operation of
these care centers, a plaque registering the details of the contributors
and their contributions will be set up at the location of the Centers. It
has also been envisaged to publish a book and devote its pages to
presenting the profile of the contributors to this project together with
an introduction of their business activities. This will surely attract
business from similar like-minded companies and boost the company’s
standing in Iran’s marketplace, as empathy with the people of Bam is a
matter all Iranians feel strongly about.
This report aims to
picture out the disaster and endeavors to provide viable solutions on the
social aspects for those who are suffering from the earthquake in
different age groups in Bam city. It will help show the scope of this
disaster and appeal to your generosity to help in the city’s
reconstruction effort. It is time that we stood by the people of Bam, to
show them that with the fading of the international spotlight, our
attention has not.

The Earthquake:
Tragedy hit Iran on 26 December 2003 when a major earthquake hit its
southeastern province of Kerman. The area most affected was the ancient
city of Bam where more than 30,000 people were killed, and many more were
injured and left homeless. In response to the disaster, the Iranian Red
Crescent Society (IRCS) mobilized its relief workers, volunteers and
vehicles and launched large-scale rescue, evacuation and relief
operations.
Now that the immediate relief phase is over and the prefabricated housing
phase well advanced, the quake survivors will continue to receive relief
assistance as needed. Tens of thousands of traumatized people, especially
children, need long-term psychosocial support. Bam may no longer be in the
international spotlight but its suffering continues.
The Concept:
The devastative
effect of the earthquake was such that it prompted the Iranian government,
for the first time in decades, to seek active international engagement in
the rescue and relief operations.
Three major groups have suffered more than other traumatized survivors,
which could be categorized as the followings:

The orphans
-
The elderly, who lost
their families and need support
-
The paraplegic, who have
damaged their spinal cords and need special care
As a truly independent
NGO, at the forefront of the fight against social disadvantages raised
from the earthquake disaster in Bam, Sepehre Bam Charity Organization
(SBC) is one of the organizations to commence a humanitarian relief
channel for the victims and to establish strong ties in the locality.
SBC’s evolving role in response to the direct needs of the victims has now
entered a new phase in which it will build, equip and operate major
orphanages, a complex for the paraplegic and an adult care centre with a
multi-purpose service and empowerment complex.
The SBC spinal cord care
complex and adult care centre shall be established on a 40,000 square
meter, centrally located, property (already acquiesced on behalf of this
NGO) and five properties from 500 square meter to 1500 square meter
(already donated or acquiesced to it) for the orphanages. The organization
has established its base, and has officially commenced its operations in
May 2004.
The 100% free services
offered by SBC shall not only physically and psychologically rehabilitate
the population but also economically empower the residents. The programs
shall positively motivate the area’s residents to return to Bam and act as
a catalyst against immigration out of Bam.
With the preliminary
studies, the concept has been developed and a centralized paraplegic care
center in association with the adult boarding care center will be
developed on a site located in the best part of the city in regards to
access, and location.
Since the number of the
orphan children is significant, it is necessary to scatter them within the
city instead of the centralized approach adopted for elders and
paraplegics, and the location of these orphanages is a great
consideration. Therefore, these child care centers have been developed in
five different locations throughout the city of Bam.
Designing Criteria for Children Care Centers:
The designing team
has started its job with following considerations:
a) The home base design
b) Local architectural
adaptation
c) The local culture
absorption
d) The urban design
criteria
e) National Reference of
Earthquake 2800
Since Bam is a green area
in the middle of the desert, the central concept in the architecture has
been focused on the central yard as the focal point of the design, and the
building is designed in a way to use shadows, which is cherished in a
desert environment.

This pattern is to
facilitate the children to have a playground and enable the designer to
locate the buildings in the surrounding of the site, so it has divided the
site to two main locations with fundamental functions, which has
endogenous characteristic, adopting with the basic concept.
In the first block, which
is the entrance block, the administration, kitchen and canteen are
located. The first floor has direct access to the central yard with
stairs, could be used as the open, and covered direct function
simultaneously.
It is to mention in order
to facilitate the yard with a covered area, in part of it the semi-covered
area is allocated, which could be used as a play area for children. Using
the shadow is important so in this regard the covered area could be used
for sports like table tennis, etc.
In the second block, far
from the street, the resting, study areas are located. In the designing of
the bedrooms the privacy of each resident is considered, so in each
bedroom a single bed, with its dressing table and drawers is associated.
For the special care,
single isolated bedrooms are provided to which the nursing unit has a
direct access. These two blocks are connected with a strip to keep the
integrity. This concept has been repeated twice in the large land area to
form a central building with two central yards. In all complexes, storage
area is located beside kitchens and in some parts of the yard to depot the
required donated equipments.

The façade preserves a
harmony with the total city structure and the main material used in this
purpose is brick, which is produced locally.
The main designing concept
of these children care centers is to develop an environment in which the
residents can feel at home. The light roofs are used to make possible to
minimize the building construction period, and the structure of the
buildings are enforced with bracings.
The functional
characteristic of Spinal Cord Disabled Care Center (SCCC) and Adult Care
Center (ACC) is designed with a centralized approach.
Since there are many
common services, which should be provided in the mentioned centers, then
it is reasonable and much more expedient to centralize the two centers in
a complex with common facilities.
Since the physical and
mental abilities are in the main staple of consideration, the designing of
this centre should be in accordance with the highest available standards.
The designing criteria,
not only should comply with the socio-cultural adaptations but also with
the mandatory standards to create the suitable standard spaces.
The designing team starts
its job with the following major designing criteria, which has been
tabulated hereunder:

The adult care centers,
and the spinal cord disabled care centers, should abide by a flat
design; hence the design of these centers should conform in a single
story building preferably in the ground floor

The center design should
comply with a family based environment to prevent the homesickness and
strengthen the feeling of belonging
-
The spaces should be
accomplished with interfaces to enable the panorama view of the outdoor
landscape, and also for the windows, different openings such as patios
should be considered in the design of these centers.

The visual connection
with the outdoor environment is essential for the boarding centers
especially in the adult care center.
-
The prerequisites of
adults and disables to the sanitary and therapy facilities in
association with the treatment equipments require a balanced design in
accordance with the improbable residential facilities
-
The recreational and
logistic facilities in accordance with the function of each section,
should be considered in the design of this complex
-
It should be mentioned
that this complex should comprise of a garden with a landscape of palms
which will enable the habitants to walk over the garden for their
physical exercise
-
The green area
associated in this complex will help the habitants to use the garden as
a recreational area and entertain the habitants especially the adults
who must be the boarding residents of this complex
-
The security should play
a key role in the design to protect the habitants. So the safety issues
will be in high consideration

Providing a therapy and
a remedy center for the whole urban area is another function of the
complex
Time & Budget:
The construction of
the five Orphan Child Care Centers is estimated to be completed in a six
month's period. For the construction of the centralized Adult Care Center
and Spinal Cord Disable Center the required time is estimated to be 12
months, which will overlap with the construction period of Orphan Child
Care Centers, provided that the required funds are secured.
The proposed total budget for the SBC activity in Bam for the construction
of five OCCC and a complex of ACC and SCCC, including the mobilization of
centers, is calculated to reach 8 million euros.
Conclusion:
The destructive
impact of the Bam earthquake on the life of the local community and the
existing infrastructure is so extensive that any long-term assistance must
be comprehensive. The assistance must not only consider providing
essential services but must also build the necessary facilities to provide
such services.
Recognizing this need, SBC
has been proposing to build five Orphan Child Care Centers as well as a
multi-purpose care center for spinal cord disables and adult care center.
All the services envisioned to be provided in SBC aim to revive the spirit
of surviving victims and to provide them with the vital tools to make a
comeback.
To achieve this we are
calling on you to stand beside the people of Bam, and help finance their
return to their former glory. Not only will your contributions achieve
tangible benefits for the day-to-day lives of those most vulnerable and in
need, but it will also provide an immense psychological boost to the
traumatized people of Bam, having suffered so much, your empathy and care
will help their recovery and return to normal life. Nowhere is this need
more vital than in the children orphaned by the disaster. Not only will
your contributions help provide a shelter for the children, it will also
make them feel a part of a caring family.
It is time that we show
the people of Bam, that even though the international spotlight is gone,
they are not forgotten, as we are still there and still care. In addition
to the deep feeling of self-fulfillment you will receive from your help,
your contributions will also be given their due recognition and your
company will be cherished and promoted at SBC’s centers and through
publications, which will boost your standing in Iran’s market, as all
Iranians consider the Bam disaster a personal tragedy.

To this end
SBC has already requested contributions from foreign companies that
have long standing commercial links with Iran, among them joint
chambers of commerce, banks as well as German, French, Italian, and
English companies, the names of which appear in the following tables.
Many have already generously contributed to this humanitarian project,
and many more have voiced their support and have pledged to contribute
to this initiative. SBC is now looking to other companies with a long
tradition in the Iranian market to identify ways and means to support
SBC in its efforts. |
