The Biggest Engineering Company in Iran

Engineer Ahmad Rashidi, the Managing Director of PIDEC

The Petrochemical Industries Design and Engineering Company, with a background of over 28 years of presence in the field of oil, gas and petrochemicals and commissioning and over 35 refinery and petrochemical major projects, is the country's biggest engineering company.

This company, in its executive work record, through successful implementation of various grass roots projects including 3 Ammonia/Urea Projects now in operation & the 4th one at final construction stage, and various Methanol, MEG and HDPE Plants and almost all Petroleum Refineries Units, is the only architect in the field of Ammonia/ Urea and Methanol Plants within the framework of Engineering, Procurement, Construction & Commissioning (EPCC). Therefore, the company (PIDEC) was selected the top engineering company in a meeting of the elite of petrochemical industry in the year 2012. The Petrochemical Industries Design and Engineering Company have also been honored by Kharazmi Festival as second top company.

In 1996, the Petrochemical Industries Design and Engineering Company, as one of the biggest engineering company in the country, joined the "ECO - CEC" Consultancy & Engineering Company as a partner. This regional joint venture company has three major partners from Pakistan, Turkey and Iran. In 1996 the ECO-CEC was founded in Lahore, Pakistan, in accordance with the 1913 law for Pakistani companies, under the supervision of "Economic Cooperation Organization" which now on the way of its development is comprised of 10 countries. PIDEC is now a member in the board of directors of this regional company.

By employing over 900 experts and top graduates of the country's universities and with a mobilization capacity of over 3 million engineering Man-Hours per year, PIDEC has turned Shiraz into an engineering pole in the country. Location of PIDEC in Fars Province and the capabilities of well known manufacturers of static equipment and various components and parts for the projects in this domain has resulted in expansion and generalization of oil, gas and petrochemical industries in the Fars Province.

Now the biggest oil consortium of the country, the Parsian Oil Industry Development Consortium (POIDC), under the leadership of PIDEC and with participation of well known companies in this area, including ECC, Fateh Sanaat Kimia, Pars Hassas, Mehvarsazan, Aban Air Cooler and Pars Jihad Tahghighat have been established. This consortium has announced its readiness for involving as the main shareholder in Pars Petrofield Company for implementation of the 2nd Shiraz Refinery which is a gas condensate refinery with a capacity of 120,000 barrel per day.

In an exclusive interview with Iran International, Engineer Ahmad Rashidi, the Managing Director of PIDEC commented on the process of inception of Iranian engineering and construction companies (EPC Contractors) in the field of oil, gas and petrochemical projects.

PIDEC is now a member in the board of directors of ECO-CEC multinational company. By employing over 900 experts and top graduates of the country's universities and with an executive power of over 3.5 million people per hour in a year PIDEC has turned Shiraz into an engineering pole in the country.

He said: "In the aftermath of the imposed war and execution of policies for reconstruction of refineries and oil facilities & establishments and development of oil and gas fields and implementation of plans for development of petrochemical industries, the trend of the emergence and the role played by engineering and construction companies (EPC Contractors) became more prominent. The Iranian design and engineering companies which until that time mainly shouldered the responsibility of implementing parts of the design and engineering services entered the scene of activity and competition due to the need of the employers and firm determination of top management and executive directors of the Oil Ministry for development and strengthening of engineering and construction companies."

Rashidi further noted: "These companies which were capable of undertaking the responsibility of implementing projects by applying Engineering & Procurement (EP) and/or Engineering, Procurement and Construction (EPC) methods first by interacting with foreign companies and international contractors through formation of different joint ventures, partnerships and consortiums each played their role with foreign partners in an innovative form, especially in commissioning major projects for development of petrochemical industries. Gradually and through reinforcement and development of the scope of the activities of the engineering and construction companies, this type of Iranian companies increased the scope of their activities so much so that today all the design and basic engineering, detailed engineering, procurement engineering & services and construction and erection activities are entirely done and managed by big engineering and construction companies in Iran."

In continuation we asked PIDEC top executive to make readers of the magazine further acquainted with the company.

Engineer Rashidi in response said: "Among engineering companies which have been formed, PIDEC holds a highly important status as it is among advanced companies in this field, and is one of the founders of Engineering and Construction Companies Association (oil and energy industries), ECCA-OPI.

"In line with fundamental evolution and development and expansion of scope of responsibility and design and engineering activities within the country, PIDEC which at the beginning was a subsidiary of the National Iranian Petrochemical Company (NPC) was turned into an engineering and construction company with a fully exclusive identity thanks to the prudence and farsightedness of its founders and in pursuance of general policies of petrochemical industries. Henceforth, this highly capable engineering institution has constantly and seriously proceeded with the path of growth and evolution until the present time that it stands as one of the biggest engineering and construction companies in the country and is proud of its experienced engineers and record of implementing numerous major oil, gas and petrochemical projects."

Rashidi added: "After gaining abundant experience in implementation of projects for renovation and reconstruction in the field of petrochemicals in Bandar Imam, increase in capacity and optimization of products in refineries throughout the country and simultaneously with execution of "grass roots" projects, PIDEC attracted the attention of knowledge-based foreign companies (technology owners) and entered into long-term license and technical know-how agreements with creditable European and Japanese Licensors of different technologies, as the first and only design and engineering company in the country. Today, under the international sanctions, PIDEC's easy access to technological developments in technical know-how of some process plants as well as its present condition and status among domestic and foreign contractors, partners and competitor companies is significant and highly important."

This oil, gas and petrochemical expert by referring to PIDEC long-term agreements with knowledge-based technical companies and international contractors and the experiences gained in this respect, stated: "This potential has provided a condition under which this company could independently and in the absence of any need to cooperate with foreign companies carry out basic engineering in process units and subsidiary services of many units of national petrochemical industries."

He also referred to the basic engineering of carbon black, styrene and MTBE units, Pars gas condensate refinery (2nd Shiraz Refinery), methanol and ammonia units as some parts of the successful experience that has been gained by PIDEC in implementation of design and basic engineering.

When PIDEC Managing Director was asked whether capability and activities of the company would result in the formation of other companies in this field, he said: "Given the importance of design and engineering activities and the role of EPC Contractors in encouraging and development in the areas of manufacturing Iranian made static equipment and locally made components and parts needed in oil, gas and petrochemical projects and operational use, and simultaneously with accepting the responsibility for execution of projects in EPC method, PIDEC has played its role in encouraging, shaping and forming companies capable of producing major static equipment, components and devices for incorporating into the plants under design and construction in Iran. It has also been a patron of emergence of big companies in the area of design and manufacturing of petrochemical industry and refinery equipment in southern part of the country.

"The above-mentioned companies are highly capable of manufacturing and supply of critical equipment and components of the various plants such as columns, towers, spherical vessels, storage tanks, and heat exchangers as well as design and manufacturing of precision instruments and electrical appliances and have close cooperation with PIDEC for presentation of such devices so that the cycle of EPC activities could be fully presentable within the country."

Elsewhere in the exclusive interview which was held in a friendly atmosphere, we asked Engineer Rashidi to further familiarize our readers with the achievements and capabilities of PIDEC. In response to the question and by referring to the point that basically PIDEC has access to a wide range of processes, devices and machinery in its standalone projects, he said: " Some of the successful completed PIDEC projects which are among honors of this company are briefly as follows:

  • Design, engineering and supervision over construction of the biggest distillation tower with a height of 123 meters and a diameter of over seven meters, with a weight of 1500 tons and a thickness of 90mm which is now under operation at Bouali Sina (Avicenna) Petrochemical Complex (third aromatic).

  • Procurement, operation and exploitation of different compressors up to the capacity of 70 megawatt which are used in ammonia, methanol and aromatic projects.

  • MTBE project in Bandar Imam (BIPC-MTBE Plant), Bouali Sina Aromatics Plant, Revamping Project for increasing phase 1 of Abadan Refinery Distillation areas capacity (Abadan Refinery phase-1 distillation area expansion), Razi 3rd Ammonia Plant, Carbon Black Ahwaz, Esfahan Aromatics Plant, all methanol units under operation in the country (except in one case), butane- 1 (Bandar Emam), Marun Olefin EO/EG Plant, Jam Olefin EO/EG Plant, Amir Kabir HDPE Plant, collection and transfer of gas into marine platform installations at Kharg (Abuzar Complex) (Kharg NGL), MEG Kharg Island - Morvarid, construction of giant cat crackers and boosting capacity and optimizing/improving quality of petroleum products at Abadan Refinery Phase-3 and under construction urea and ammonia in Shiraz (Shiraz 3rd ammonia and urea plants) which would soon become operational."


 Engineer Rashidi added: "As for the temperature and pressure of equipment, devices and transfer lines PIDEC has experienced a wide range of these criteria in design and engineering which include:

  • From full vacuum up to at least bar 160 (in ammonia and methanol units)

  • Temperature from minus 160 up to 1200 degrees centigrade in ammonia, methanol and MTBE units


We asked the PIDEC chief about limits of design, engineering and executive management of the projects of this company.

Stressing that in the past, PIDEC despite facing tough conditions and imposed restrictions has successfully undertaken all its responsibilities by benefiting from well experienced engineers and technical specialists, he said: "It would not be exaggeration if I say this engineering institution with its specific structures, specialized hardware and software for design and engineering is in fact one of the main assets and resources of the country and has played, and will continue to play, an outstanding role in implementation of the projects in petrochemical and refining industries. The superb position of this company (PIDEC) both in terms of signing long-term and technical assistant agreements with Japanese and European companies and combination of its experienced and well trained engineering staff has provided an opportunity to play a significant role in the progress of giant industrial projects as well as development and construction of oil and gas refineries and plants in petrochemical and supplementary industries."

In the conclusion of his remarks, the PIDEC Managing Director emphasized: "Now and on the threshold of another leap towards future development and expansion programs of NPC (National Petrochemical Company), we are ready to play our due role by the best utilization and employing of well trained and innovative engineers in creating another epic."
