Iranian Affairs Abroad at
the President Office

Esfandiyar Rahim Mashaei, High Advisor to the President and Chief of Staff of the President Office, is heading the Council as substitute to the President

The High Council of Iranian Affairs Abroad was established in late 2004 for more sincere contacts with Iranians living aboard, seeing into their affairs, and helping them with their problems. At its very inception, the Council was affiliated to the Ministry of Foreign Affairs. After the inauguration of the ninth government, President Mahmoud Ahmadinejad ordered structure and status of the Council to be uplifted and it became a subsidiary of the President Office.

The President is also chairman of the High Council of Iranian Affairs Abroad. At present, Esfandiyar Rahim Mashaei, High Advisor to the President and Chief of Staff of the President Office, is heading the Council as substitute to the President.

Mr. Mashaei has, in turn, appointed Dr. Mohammad Sharif Malekzadeh as Secretary-General of the High Council of Iranian Affairs Abroad. 

Duties of the High Council: Major duties of the High Council of Iranian Affairs Abroad include:

1. To take necessary measures for more constructive interaction with Iranians abroad and to protect their identity as well as various rights, including legal, consular, economic, judicial, and so on;

2. Coordination among various state organizations in the country to provide better services and facilities and to establish closer ties to Iranians abroad by proposing necessary laws and passing suitable regulations.

Another reason for special attention to Iranians living abroad is to take advantage of their capabilities and capacities and to transfer their knowledge and capital into the country.

Big Conference of Iranians Living Abroad: The High Council organized a big gathering of Iranians living abroad in the summer of 2010. The High Council invited Iranian specialists from all five continents in various areas of science, technology, culture and economics.

Out of about 10,000 Iranians introduced, a total of 1,395 Iranian elites and specialists were chosen in cooperation with related organizations, institutions, universities, ministries, industrial centers, scholars and pundits working with various scientific associations, science and technology parks. Iran’s embassies aboard and cultural advisors were also of great help.

The gathering was held for two days at the Summit Conference Hall in Tehran and the inaugural ceremony was addressed by President Ahmadinejad.

Speaking at the conference, Mashaei noted that the gathering could be a great magnet to attract Iranians living abroad to support their country and science in Iran. He added that the event was also a good opportunity for many specialists living in various parts of the world to meet one another and to be linked to state-run and private executive and managerial institutions.

Addressing the audience, Dr. Malekzadeh also noted that an Iranian and “an elite is a nation when living abroad.”

Major Achievements of the Conference

Major achievements of the conference were as follows:

1. To open a foreign exchange fund for Iranians living abroad;

2. To open a data bank of Iranians living abroad;

3. To open a virtual network for Iranian specialists;

4. To open a visual system of a 24-hour hour center which attends to the affairs of Iranians living abroad;

5. To unveil memorial stamp of the conference; 

6. To present a plan for the establishment of a data bank of Iranian physicians living abroad.
